As a Program Analyst in the Defense Counterintelligence & Security Agency (DCSA), Federal Investigative Records Enterprise (FIRE), FIRE Outreach/Publicly Available Electronic Information (PAEI) division the incumbent would perform a variety of special assignments relating to the policies, analysis, and operations of the nationwide investigations program of the Department of Defense (DOD).
Duties
This announcement is open to: U.S. Citizens who resides or are currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; City of Alexandria, VA; Virginia counties of Arlington, Stafford, Prince William, and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties;
And all U.S. Citizen who resides or is currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, and Clarion; Ohio counties of Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.
As a PROGRAM ANALYST you will be responsible for the following duties:
- Conduct/support research or analysis that will evaluate relevant aspects of the federal background investigations with respect to the integration and implementation of Publicly Available Electronic Information (PAEI).
- Serve as a subject matter specialist in Background Investigations policies and procedures to deliver operational support, guidance and recommendations for case selection and handling for Publicly Available Electronic Information (PAEI), its sources and capabilities.
- Support development, acquisition, evaluation and/or implementation of collection tools, methodologies and capabilities.
- Apply in-depth knowledge of Background Investigations policies, procedures and operations to the collection and assessment of Publicly Available Electronic Information (PAEI) results.
- Support the development and communication of updates regulations, instructions or procedures and program guidance that govern use of PAEI and other data sources needed to respond to initial, random and specific investigative actions.
- Analyze inventory and data sharing to ensure PAEI products and services maintain compliance with authority, mission and need.
- Provide technical knowledge and guidance for policy development efforts related to PAEI and federal background investigations and vetting.
- Prepare responses for review by senior personnel to requests and inquiries on matters relating to the DCSA investigations program, including responding to Congressional request for information, replying to inquiries and correspondence referred from the Office of the Director of DCSA, Associate Director, or other government organizations.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-11) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Overseeing Background Investigations/Vetting procedures, processes and operations for a Personnel security program
Reviewing changes in technology, policy, standards and/or operational procedures within a personnel security and vetting program
Utilizing Personnel Investigations Processing System (PiPs) or similar program to ensure personnel security and suitability standards/criteria meet mission.
Preparing and gathering background material, reports and documentation for management of operations.
Specifically you will be evaluated on the following competencies:
1.Planning & Evaluation- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
2. Information Management- Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems.
3. Qualitative/Quantitative Analysis- Examines and evaluates data to manage and achieve results.
4. Personnel Security- Applies personnel security principles and methods to process initial clearances, periodic re-investigations, and clearance upgrades/downgrades, and to complete the adjudication and appeals processes. Evaluates internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyzes and reports on clearance and appeals findings to senior security officials and makes appropriate notifications.
5. Communication-Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.

Substitution of education may not be used in lieu of specialized experience for this grade level.
