You will serve as a HR SPEC (RECRUITMENT & PLACEMENT) in the Marine Employment Branch (N11B2), of the Recruitment/Staffing & CIVMAR Processing Division (N11B), in the Total Force Management (N1), of MILITARY SEALIFT COMMAND.

Duties

You will be responsible for assisting in the development, evaluation, and administration of the short and log-range plans concerning marine recruitment. You will be responsible for preparing promotions and hiring plans, including methods for ranking employees and applicants, based on procedures by other approved plans and within the framework of law, regulation, and MSC policy. You will be responsible for performing job analysis to determine the knowledge, skills, abilities, training, license requirements and personal characteristics required of a job. You will be responsible for preparing and publicizing announcements for internal and external vacancies, seeking the best qualified employees and potential applicants. You will be responsible for planning and scheduling Evaluation Boards for all positions. You will be responsible for developing plans, procedures, and operation methods for assignments.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing administration of merit staffing program, qualification review of internal and external candidates, determining appointment eligibility and administering the merit promotion program. Experience and knowledge in developing, evaluating short and long-range plans concerning marine recruitment. Experience in preparing hiring plans, including methods of ranking employees, and applicants based on established procedures, regulations and MSC policy. Experience and ability to conduct research and analysis of staffing and recruiting issues such as regulatory services, formal complaints and inquiries. Experience in providing management advisory services involving high degree of technical skills and ability preparing formal responses to management, employees, and third parties. Experience and ability to identify and analyze complex human resources problems in order to develop alternate solutions. Experience preparing, duty statements, crediting plans, and job analysis to determine the knowledge, skills, abilities, training, license requirements and personal characteristics required of a job. Experience and knowledge of reviewing qualification standards, and rating procedures. Experience in initiating, coordinating all requests for personnel actions from merit promotions, management identification of candidates with Selecting Official, Marine Employment, Payroll, Fleet, Medical, and Security and LER. Experience in preparing job announcements for internal and external vacancies. Experience in preparing, scheduling and conducting all evaluation boards. Experience in planning and scheduling all evaluation boards for all positions and responsible for following up on all pending promotions to ensure actions processed expeditiously in accordance with rules and regulations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

or

Successful completion 3 full years of progressively higher-level graduate education leading to a doctoral degree

or
