You will serve as a SHIPBUILDING SPECIALIST in the DOG Dockers CTL Branch (Code 321), Combatant Division (Code 320), Waterfront Operations Department (Code 300) of the Mid-Atlantic Regional Maintenance Center (MARMC) of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will utilize the output of various contractor/government systems and procedures for cost estimating, labor and overhead, budgeting, procurement and planning. You will review and evaluates contractor's proposals for the purposes of providing input to and/or negotiating labor and material costs. You will provide estimates for cost, labor, schedule and material availability to determine if the work can be accomplished within the scheduled dates and within budget. You will prepare written detailed discrepancy reports of instances of failure of the contractor's quality assurance/inspection process. You will accomplish ship inspections.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing the output of various contractor/government systems and procedures for cost estimating, labor and overhead, budgeting, procurement and planning. Experience reviewing and evaluating contractor's proposals for the purposes of providing input to and/or negotiating labor and material costs. Experience reviewing and evaluating contractor condition reports and making recommendations for additional work. Experience developing, reviewing, and negotiating modifications to original specifications and new work specifications for work to be accomplished by the contractor. Experience evaluating progress in order to ensure timely delivery, provide the basis for equitable payments to the contractor, form the basis for future planning, and allow prompt action on problems. Experience ensuring work performed by the contractor is in compliance to applicable plans, specifications and all contractual requirements.
