This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Operations Specialist at the DEVCOM Analysis Center in Aberdeen Proving Ground, Maryland, advising on emergency management and preparedness to the G3 and Director.

Duties

Advises the G3 and/or Director on emergency management/emergency preparedness. Plans and/or executes exercises to provide emergency management training to the workforce. Communicates with DEVCOM leadership team regarding audits and/or inspections conducted using the DEVCOM Organization Inspection Tool. Supports the center's protection plan by developing and/or implementing a key control/electronic access control program. Processes serious incident reports and/or commander's critical information requirements in accordance with center policy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for Tier 3 - Non-Critical Sensitive (Moderate Risk) security clearance Secret or access for the duration of employment.
  • This position may require the incumbent to travel 20 or less percent of the time.
  • This appointment is subject to completion of a 3-year probation period unless the appointee has previously met the requirements.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for OPERATIONS SPECIALIST DE-0301-3: Specialized Experience: To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) Provide guidance to operations staff on matters concerning emergency management and/or emergency preparedness; and (2) Assist in coordinating and/or conducting emergency management trainings; and (3) Document the findings of incident reports in accordance with the organization's policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-0301-02 (GS-11 Equivalent). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
