Duties
You will participate in pre-bid, pre-construction, pre-performance conference to discuss unusual construction/maintenance features and requirements for compatibility with administration of quality assurance methods and procedures.
You will prepare quality assurance plans, recommends variations in standard methods and procedures to meet unusual situations, and assures adequacy of material and equipment specifications.
You will develop, review, and evaluate quality control plan and explains progress reporting requirements, monitors contractors’ adherence to safety measures, wage, and hour law rules, labor relations and payroll records.
You will conduct pre-award site visits/conferences, identifying pertinent features to potential bidders, interpreting specifications, performance schedules, invoicing procedures.
You will establish inspection schedules based on contract requirements, nature of work to be performed, and determination of critical inspection point involved.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Gathering facts and conducting interviews with customers to review details of the contract and discuss the process for reporting and handling customer comments; 2) Preparing cost analyses and estimates, applying industry estimating standards to determine the reasonableness of the contractor's proposal; 3) Assisting in the development of contract specifications, reports, and performance standards; 4) Demonstrating knowledge of administrative support procedures and regulations in order to observe and ensure contractor compliance with quality procedures and specifications regarding timelines, materials, and methods as possible; and 5) Reading blueprints, schematic diagrams, and architectural drawings.
