Duties

This position (commonly titled Associate District Manager) is located in a Bureau of Land Management (BLM) District office, serving as the immediate assistant and alter-ego to the District Manager (GS-0301-14). The incumbent of the position fully shares with the District Manager the direction of all phases of the organization's program and work, or is assigned continuing responsibility for managing a major part of the District's program, within the framework of applicable laws, regulations, delegations of authority, directives, and other guidelines or limitations, the incumbent ensures the performance of all necessary activities relating to the administration of the lands and resources within the district office jurisdiction. The incumbent fully shares the management, leadership, supervisory and administrative duties and responsibilities of the District Manager. Responsible for the acquisition and administration of the human, financial, material, and information resources necessary for the operation of the District in a manner which instills public trust, accomplishes the agency's mission, and uses new technology to enhance decision making. This responsibility includes assessing current and future staffing needs based on organizational goals and budget realities; overseeing the allocation of financial resources; managing the District's budgetary process; overseeing procurement and contracting procedures and processes; and ensuring the efficient and effective use of management information systems and other technological resources. Develop and implement an organization's vision/strategy which integrates key national and State program goals, priorities, values, and political, economic, social, technological, and administrative factors. Analyze findings to develop recommendations for increasing the effectiveness of internal programs or procedures. Evaluate directives, instructions, regulations, or delegations of authority for potential impact on organizational operations. Prepare, justify, and administer the program budget. Plan, organize, and coordinate activities relevant to the accomplishment of assigned functional responsibilities.

  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • You will be required to obtain and maintain a valid state driver's license.

Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing strategic direction and guidance to ensure effective and efficient land management or other natural resource programs; (2) setting short- and long-term priorities in relation to workload and required personnel; (3) developing or implementing an organizations vision/strategy to ensure program plans, goals, and priorities are met; (4) performing personnel management tasks such as selection, training, or evaluation of organizational-wide functions. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

There is no substitution of education for experience at the grade level of this announcement.
