This position is located in the Las Cruces District Office, in the Organ Mountains-Desert Peaks National Monuments. The incumbent of the position fully shares with the District Manager the direction of all phases of the organization's program and work, or is assigned continuing responsibility for managing a major part of the District's program. This position ensures compliance with regulations, plans, and policies within the two National Monuments in support of the District's vision and goals.

Duties

Ensures compliance with regulations, plans, and policies within the two National Monuments in support of the District's vision and goals. Develops strategic plans providing long-term direction and guidance to manage public lands within the monuments in accordance with multiple use and conservation principles. Establish working relationships with Tribes, Federal , State and local agencies, public lands groups, Congressional delegations, and members of the public to develop solutions to complex resource/land management issues. Applies technical expertise in formulating, planning, managing, and administering all monument operations and programs. Provides technical expertise, direction, and line officer authority over a full range of scientific and non-scientific actions and programs related to managing monument lands. Performs personnel management tasks such as making selections for district positions; establishing performance standards and evaluating performance; maintaining discipline; taking disciplinary actions as necessary; and resolving employee complaints. Develops and implements strategies which maximize employee potential and foster high ethical standards in meeting the BLM’s vision, mission, and goals.

  • If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Providing strategic program direction and guidance for accomplishing long and short term program goals for land management programs (2) Developing and implementing departmental vision/strategies that support quality working relationships with internal and external stakeholders (3) Assessing current and future allocations of financial, informational and technological resources (4) Conducting personnel and performance management tasks such as making selections, evaluating training and oversight of organization-wide objectives. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level.(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
