This position is located in the Las Cruces District Office, in the Multi-Resources Division (Lands, Minerals, Cultural, Recreation).
The incumbent of the position fully shares with the District Manager the direction of all phases of the organization's program and work, or is assigned continuing responsibility for managing a major part of the District's program, within the framework of applicable laws, regulations, delegations of authority, directives, and other guidelines or limitations.
Duties
Responsible for development and implementation of the District’s vision/strategy which integrates key national and State program goals, priorities, values and political, economic, social, technological and administrative factors.
Responsible for developing and implementing strategies which maximize employee potential and foster high ethical standards in meeting the BLM’s vision, mission, and goals.
Responsible for the acquisition and administration of the human, financial, material, and information resources necessary for the operation of the District in a manner which instills public trust and accomplishes the agency’s mission.
Responsible for setting short-and long-term direction and priorities for accomplishment of work within the District.
Performs personnel management tasks such as making selections for district positions; establishing performance standards and evaluating performance; maintaining discipline; taking disciplinary actions as necessary; and resolving employee complaints.

Qualifications
In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing strategic direction and guidance to staff or others in managing complex programs; (2) setting short- and long-term priorities in relation to workload and required personnel; (3) developing, leading, or implementing an organization's vision/strategy to ensure program plans, goals, and priorities are met; and (4) performing personnel management tasks such as selection, training, or evaluation of organizational-wide functions.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
