Duties

The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a Deputy Director, Electromagnetic Warfare Systems Delta (NH-1101-04, GS 14/15 Equivalent). Description: Come be a part of the United States Space Force (USSF) Space Systems Command (SSC) as a Guardian in the Electromagnetic Warfare (EW) Systems Delta (EW SYD), under PEO Space Domain Awareness and Combat Power. SDA is the capability to detect, track, identify and characterize space objects and the space environment to identify risks and threats affecting space systems such as satellites, DoD capabilities, and the International Space Station. As part of the SDA enterprise the EW Systems Delta heads up acquisitions for EW and Cyber. The Delta includes approximately 300 personnel and is a $3.5B portfolio. The Deputy Director of the SYD position will entail, but will not be limited to, managing a portfolio of ACAT I-III level programs (ACATs, SWPs, MTA, and Science and Technology programs), creating new business, mission focused partnerships and opportunities with external stakeholders. The position will be a main interface with the Delta's external stakeholders, including USSF, DoD, USG Agencies, and Commercial/International Partners in regard to the EW SYD portfolio. Ideal Candidate: TS/SCI Clearance Intimately familiar with Electromagnetic Warfare and Cyber programs, challenges, interfaces, architecture, and stakeholders. Knowledge of PPB&E process. Bachelor's degree in science, engineering, or business. Leadership experience. Program Manager DAWIA Certification (Practitioner). Candidate must possess experience leading teams and the ability to take calculated risks. Candidate should also possess experience bringing new solutions to old problems and looking outside the system. Candidate must be innovative and have the ability to push the technology envelop and shift paradigms. Should possess the skills to listen and communicate with a wide range of people across roles, geographies and social identities, as well as understand complex issues and assess risks to make decisions. Key Skills and Abilities: 1.Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. 4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. 5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. 6. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.

Requirements

  • U.S. Citizenship Required
  • This position is on-site and eligible for telework, 2-4 days per pay period.
  • Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, the following are statutorily mandated requirements.
  • Selectee must be a member of an Acquisition Corps, be able to obtain membership within six months or secure an approved position requirements waiver prior to assignment unless they meet all the requirements for membership except grade.
  • Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years.
  • Selectee must meet level 3 certification requirements or be able to meet them within 24 months of assignment (with a waiver).
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
  • PCS and relocation funding are available.
