Duties
United States Space Force (USSF) Space Systems Command (SSC) protects our nation's freedom and prosperity by providing resilient time-relevant joint space warfighting capabilities against growing threats in a dynamic global environment. SSC's mission and vision are to develop, acquire, equip and sustain lethal and resilient space capabilities and to leverage partnerships and innovation to deter and dominate any future contest in space. It is our responsibility to supply the Nation, our allies, and our warfighters with critical, timely, and dependable war-winning capabilities, and the Special Access Program Management Office (SAPMO) Director plays a key role in enabling the success of this mission and vision.
As the SAPMO Director you will be the single focal point and advisor within SSC for the direction, coordination, dissemination, and reporting of all Special Access Program (SAP) activities. You will direct all aspects of SAP security related policy and procedures, operations, training, inspections, and investigations to ensure compliance with applicable policy guidance and regulations, while utilizing identified best practices and risk management principles. You will lead a team of security professionals across geographically separated locations to properly manage and oversee SAP security activities throughout all phases of the acquisition lifecycle as well as program transitions, including SAP establishment, updating, and disestablishment. You will collaborate with and advise SSC leadership in regard to strategic planning and guidance and to appropriately resource SAP funding and manpower throughout the entire lifecycle. Internal and external communication and alignment will be critical to developing and maintaining a robust, agile and dedicated SAP security organization, ready to protect the most sensitive USSF capabilities, information technologies, and operations utilized to focus on and deter the upcoming threats.
Candidate must be mission-focused and deliver the Special Access Program (SAP) security resources and capabilities needed by USSF SSC to maintain its advantage against all strategic competitors. They must inspire and motivate a diverse, geographically separated team of dedicated SAP security professionals to maintain consistent mission and customer-focus, remain agile yet process-oriented, and to always search for pathways to improvement. Candidate must bring a broad level of security expertise and technical acumen to effectively develop the teams, policies and procedures that will successfully protect SSC's acquisition programs and help to manage their security risk. Explores and advocates for modern IT solutions and fit-for-purpose software options to further team knowledge management capabilities and process improvement initiatives. Candidate must effectively communicate (both verbally and written) within the organization, up the chain, and across to other DoD and stakeholder organizations, with the intent to successfully form and maintain collaborative working relationships.
Ideal Candidate:
Minimum Qualifications:
- Current TS/SCI Security Clearance with the ability to obtain and maintain SAP accesses (U.S. Citizenship is required to obtain a security clearance)
- Bachelor's Degree
- Experience in SAP environments
- Experience in program management or equivalent executing in U.S. government acquisitions and/or product development environments
- Knowledge of the DoDM 5205.07 Volumes 1-4 SAP manuals, Joint Special Access Program (SAP) Implementation Guide (JSIG), NISPOM, and ICD series manuals
- Familiarity with security functions, to include personnel, physical, industrial, and acquisition security, security education, training and awareness, and information operations/assurance
- Excellent leadership, inter-personal and communication skills, to include both speaking and written
- Mission-focused with a positive, can-do attitude, innovative ideas and resiliency
Preferred Qualifications:
- Experience in SAP environments preferred)
- Master's Degree in engineering or the physical sciences / computer science
- Special Programs Security Certification (SPSC)
- Experience with Intelligence Community and Department of Defense Aerospace contractor communities
- In-depth familiarity with Program Access Requests, DD-254 processing, and/or SAP-F construction planning and approval processes (ICD 705)
- Excellent teamwork and collaboration skills, with proven experience successfully working with partners, stakeholders, and customers (exg. other security functionals such as collateral security, Special Security Office, OSI/PJ, acquisition/product development community, etc.)
- Experience ensuring Information Systems are resourced, authorized by approved DAAs, and supported by trained IA professionals

- Employee must be able to obtain and maintain a Top-Secret/SCI clearance.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This position is not eligible for telework.
- PCS funding is available.
