Duties

The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a Deputy Director, AtlasX (NH-1101-04, GS 14/15 Equivalent). AtlasX: AtlasX is a forward-thinking organization within SSC focused on evolving business processes, skills, and mindsets to outpace our adversaries. AtlasX represents the intersection of agility, innovation, and analytics in support of various decrees by senior leaders to "accelerate change or lose" and to infuse agility and innovation into the way we work in acquisitions. As an integral part of Atlas, you will support critical business operations of the entire Field Command and its subordinate organizations, including geographically separated units. AtlasX is the spark that makes teams at SSC more efficient, empowered, and collaborative by proliferating agility, innovation, and business intelligence fluency. AtlasX leads the development of new ideas, projects, and solutions relating to agile methodologies, analytics, and maintaining a culture of innovation. Our work touches on innovating all parts of our business including: acquisition, management, policy, organizational behavior, culture, IT and software tools, administration, security, and modernization of workspaces. Responsibilities: Support Director with leading a division-level (3-letter) organization and a highly-talented, hand-picked team. Proliferate awareness and fluency in agile principles, data analytics, and intrapreneurship. Be subject matter expert and sounding board regarding innovations for various business functions and tools. Measure agile mindset, process, and tool adoption across the organization. Set strategic vision and direction for SSC performance metrics and Quarterly Business Reviews. Inspire a culture of bottom-up innovation and modernization of the way SSC works. Deliver noticeable value to SSC through facilitation, maturation, acceleration, and resourcing of the best business innovation ideas and projects from individuals, leaders, and teams. Support new and effective ways for industry to do business with SSC with accelerators and startups. Guide research and discussions amongst stakeholder organizations on existing regulations and laws to remove policy impediments for program managers at SSC. Understand the industry pain points and the value of current acquisition functions to increase the engagement and growth of small businesses and venture capital firms. Lead meaningful outreach functions with Silicon Valley, Silicon Beach, and academia to increase awareness of the latest business technologies and processes. Interface with other leaders at SSC to communicate your vision and the importance of innovation. Support the special projects and initiatives of SSC senior leaders, including digital modernization initiatives. Grow and mentor team members and stakeholders, emphasizing psychological safety. Key Skills and Abilities: 1.Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. 4. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. 5. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.

Requirements

  • U.S. Citizenship Required
  • This position is on-site and eligible for telework, 2-4 days per period.
  • Employee must be able to obtain and maintain a Top-Secret security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, the following are statutorily mandated requirements.
  • Selectee must be a member of an Acquisition Corps, be able to obtain membership within six months or secure an approved position requirements waiver prior to assignment unless they meet all the requirements for membership except grade.
  • Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least three years.
  • Selectee must meet level 3certification requirements or be able to meet them within 24 months of assignment (with a waiver).
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
  • PCS and relocation funding are available.
