This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT SPECIALIST (DATAMGT) at the GS-2210-9/11/12 some of your typical work assignments may include:
Serves on the data request team to manage data requests from the DMDC Request System (DMDCRS)
Acts as a data request manager, engaging with customers to discuss requirements, coordinating with data stewards, and draft specifications for analysts.
Performs data quality control, review programs and validate final products from analysts before delivering to customers.
Coordinates with the privacy office to ensure customers have the appropriate rights and legitimate needs to access requested information, when the request involves privacy data.
Collaborates with the agreement team to establish agreements with customers for recurring data requests involving privacy data.

Qualifications
You may qualify at the GS 12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 11 grade level in the Federal service as listed below:
Knowledge of database management concepts, principles, and methods in order to design data management systems meeting sponsor and user requirements to include data administration and data standardization policies and standards; Knowledge in using analytical skills in areas such as troubleshooting, debugging techniques, and development and execution of data quality control and software testing plans in order to develop and maintain databases; Knowledge of database management systems and query languages, as well as knowledge of computer programming languages, in order to apply them to assigned data management activities., OR
You may qualify at the GS 11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 09 grade level in the Federal service as listed below:
Knowledge of database management concepts, principles, and methods in order to design data management systems meeting sponsor and user requirements to include data administration and data standardization policies and standards; Knowledge in using analytical skills in areas such as troubleshooting, debugging techniques, and development and execution of data quality control and software testing plans in order to develop and maintain databases; Knowledge to write and edit technical documents and detailed data transmittal letters in order to conduct data analyses and generate data quality reports, and clearly summarize analysis results., OR
B. EDUCATION - Undergraduate and Graduation Education
Major study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
You may qualify at the GS 09, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 07 grade level in the Federal service as listed below:
Knowledge of database management concepts, principles, and methods in order to design data management systems meeting sponsor and user requirements to include data administration and data standardization policies and standards; Knowledge in using analytical skills in areas such as troubleshooting, debugging techniques, and development and execution of data quality control and software testing plans in order to develop and maintain databases; Knowledge to clearly communicate with agency managers and personnel at other Department of Defense agencies on data requirements and potential modifications of data management systems in order to ensure their understanding of procedures and techniques of monitoring progress vis-a-vis schedule and expenditure of resources., OR
B. EDUCATION - Undergraduate and Graduation Education
Major study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
