About the Position: As a Management Support Specialist (Project Manager), you will be responsible for assuring the effective accomplishment and coordination of the planning, scoping, development, design, construction, maintenance, and direction of major project(s). The position may be filled at either GS-11 or GS-12 grade level. Non-competitive promotion potential to the GS-12, if selected at the GS-11.

Duties

The following duties are at the full performance grade level, GS-12: Serve as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects. Coordinates the planning, design, cost engineering, construction, and environmental considerations. Represents the District Commander, serving as the district's primary point of contact for projects assigned with customer, Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities. Controls and manages project milestones and budgets from preliminary assessments through construction and initial operations. Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products (e.g. feasibility reports, and design memorandum) in support of the program. Allocate project funds to district elements, consistent with scheduled work, and measures and monitors performance to assure commitments of all parties are being maintained. Projects managed are complicated by local stakeholder interests; technical issues; interests of Federal, state and local government agencies, business and industry groups, and private citizens and a variety of statues and regulations.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; such as Planning, Engineering, Environmental Sciences, and Business (Finance and Marketing). *MUST provide a copy of transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). To Qualify for the GS-12: Specialized Experience: One year of specialized experience which includes: Managing and coordinating multiple projects which require planning, scope, development, design, and construction; knowledge of management concepts and principles for cost estimating, engineering, and construction; participating in developing and negotiating a comprehensive Project Management Plan with contributing agencies/organizations; serving as the primary point of contact for customers and external agencies on assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
