Duties
Serves as Project Manager and/or Program Manager responsible for the overall management, control, coordination and execution of assigned projects and/or programs.
Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.)
Controls and manages project milestones and budgets from planning through construction and initial operations.
Represents the District Commander, serving as the districts primary point of contact for projects assigned with Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Incumbent will be required to travel 25% or less.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) Performing project and program management business processes to manage project milestones, scheduling, scoping, and budgeting related to civil works infrastructure such as lock and dam facilities and/or navigation channels and harbors; 2) communicate with local sponsors, other state or local agencies and/or general public on project related issues; and (3) Resolve project issues, which may include but not limited to scope, schedule, budget and quality issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
