About the Position: The Director of Operations (Emergency Services/Directorate of Planning, Training, Mobilization and Security) is a permanent position.

Duties

Develop overall Director of Operations program goals and objectives, assesses, and evaluates program execution. Garrison expert in coordinating installation plans with all major tenant units, the Federal Emergency Management Agency and state and local emergency management agencies. Direct the garrison's security, intelligence and counter intelligence programs. Manage programs and ops relating to law enforcement, fire protection, prevention, emergency operations, security, contingency planning for foreign, domestic and natural disasters, emergency management and command and control through subordinate supvs Work in partnership with unions to promote sound labor management relations. Evaluate subordinate supervisors or leaders and serving as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors

Requirements

  • Must be able to obtain and maintain a Top Secret security clearance.
  • This is a drug testing designated position. In accordance with AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the employee must successfully pass a urinalysis screening prior to the appointment and periodically thereafter
  • Temporary Duty Travel (TDY) of 25% or more may be required.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience One year of specialized experience which includes: perform current or future operations planning, organizing and administering installation level programs; develop policies or procedures for operations; coordinate force protection measures with authorities of the local civilian community; provide common operating picture to the Garrison Commander; responsible for Emergency Operations management (to include law enforcement, fire protection etc) and operations. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementManaging Human ResourcesOrganizational AwarenessPersonnel Security and Safety Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
