This announcement is for a Planned Management Action, an upgrade of an encumbered position.
About the Position: This position is open to Current Civilian Employees of the Organization within the local commuting area only.
Duties
Serve as Personnel Programs Manager with responsibility for management, oversight and integration of a variety of programs.
Serve as a principal staff advisor to the GC/DGC, participates in developing and executing the garrison strategic plan for all managed programs.
Serve as spokesperson and representative in meetings and conferences with partner organizations and representatives of higher echelons.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires a pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes:
1) Managing high level programs focusing on program accomplishment and coordination within the organization.
2) Compiling, initiating, and directing courses of action to resolve high level program challenges.
3) Draft and brief after action reports assessing program timeliness, efficiency, and effectiveness.
4)Strategic planning future operations within a military department.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
