The primary purpose of this position is: To serve as an Information Technology (IT) Specialist with the responsibility of working as part of a configuration/development team to code software or application solutions on an integrated Learning Management System (LMS) tool or another piece of cloud technology.

Duties

Performs configuration/development. Responsible for intaking and analyzing technical requirements, exposing functional capabilities through modern platforms and using the agile software development principles. Serves as an IT configuration/development specialist for the integration of LMS IT applications. Troubleshoots and resolves application problems. Manages acquisition of IT assets and prepares supporting software system documentation.

  • Must be able to obtain and maintain a Secret security clearance.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted
  • Failure to receive the proper IA certification may result in removal from this position.
  • The employee must meet, or be capable of meeting, the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes; Applying a full range of IT application software design principles, methodologies, and approaches used in developing, coding, testing, debugging, and maintaining applications software that support functional requirements. Utilization of software programming logic, design, programming languages sufficient to analyze hardware and software requirements of assigned projects and to develop new or modified applications software programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of software design principles methods and approaches. 2. Knowledge of complex systems software and systems development life cycles, including systems documentation, design development, configuration management cost analysis, systems integration, and testing. 3. In-depth knowledge of IT applications software concepts, principles, methods and practices, and development tools such as Salesforce. 4. Knowledge of software programming languages such as APEX. 5. Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement and design, write, code, debug, test and maintain applications. 6. Ability to communicate effectively and clearly, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
