You will serve as a Management and Program Analyst in the Business Support Department, Workforce Enrichment Division of NAVSUP FLC NORVA GF.
Duties
You will prepare requests for Personnel Actions (RPA) for FLCN and its operating locations based on decisions made by the Position Management Advisory Board (PMAB).
You will be responsible for manpower management, planning and administration, management studies, implementation of organizational
changes, barrier analysis studies.
You will collaborate with other managers on developing and implementing local policies and procedures related to assigned personnel and workforce enrichment program.
You will coordinate and process paperwork for civilian personnel actions to the HRO and in conjunction with the PMAB.
You will contribute to studies of work processes and procedures in areas such as onboarding, personnel staffing, workforce development and organizational structure, identifying areas requiring improvement or change and developing recommendations.
You will maintain local personnel database, TWMS, TFMMS and related systems to reflect civilian end strength and civilians onboard for FLC-N.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must have at least one year of Management & Program Analyst work equivalent to the (GS-11) grade level in the Federal Service or equivalent pay band or equivalent experience in the private sector that demonstrates a knowledge and skill in applying analytical (quantitative/qualitative) and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations. I have a comprehensive knowledge of command mission, major issues, civilian personnel requirements, goals, and objectives of various workforce enrichment programs, work processes, and administrative operations of the organization. Resume must reflect experience preparing Requests for Personnel Actions (RPA) in Defense Civilian Personnel Data System (DCPDS). Examples of specialized experience include: 1) Assist with data calls and research on projects impacting the effectiveness of program operations; 2) Identify areas requiring improvement or change and developing recommendations; 3) Conduct short and long range planning concerning civilian personnel resources, organizational structures, operations and customer service; and 4) Utilizing a knowledge of work measurement, task analysis, productivity charting, organization design, flowcharting and other evaluative techniques;
