You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the WORKERS' COMPENSATION DEPARTMENT of FLEET HRO NORFOLK.
Duties
You will provide Workers’ Compensation services to Commands serviced by FLTHRO Norfolk.
You will administer all aspects of the Federal Employee Compensation Act (FECA) program.
You will review, analyze, and interpret injury compensation standards established by Congress and the Department of Labor (DOL).
You will prepare briefings and publicity materials to ensure that supervisors and employees are fully and currently informed of the FECA program.
You will provide advice to activity commanders and directors, safety managers, and financial managers on FECA claims, costs, and trends.
You will provide technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries and illnesses and the processing of compensation claims.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

Qualifications
GS-11
To qualify for the HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS), GS-0201-11, position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing management advisory services to customers, resolving issues/problems often requiring consideration and interaction with other HR functional areas.
Experience coordinating with the Department of Labor (DOL) OWCP (Office of Workers' Compensation) on requests for additional information and continuation of long-term disabilities.
Experience providing technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries/illnesses and the processing of compensation claims.
Experience developing and/or conducting supervisory training and developing local procedures to implement new policies.
Experience determining and evaluating qualifications to refer individuals on compensation to appropriate positions.
GS-09
To qualify for the HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS), GS-0201-09, position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing management advisory services to customers, resolving issues/problems often requiring consideration and interaction with other HR functional areas.
Experience providing technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries/illnesses and the processing of compensation claims.
Experience developing and/or conducting supervisory training and developing local procedures to implement new policies.
Experience determining and evaluating qualifications to refer individuals on compensation to appropriate positions.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher-level graduate education leading to such a degree

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
