About the Position: This position is located at the U.S. Army Training and Doctrine Command, U.S. Army Security Assistance Training Field Activity, Financial Management Division, Fort Eustis, VA. Fort Eustis, VA is located in Newport News, between historic Williamsburg and Virginia Beach. The Hampton Roads/Tidewater area has all the conveniences of a big city with charm of small town and rural areas.
Duties
Responsible for execution and analysis of budget administration functions of the administrative budgets.
Responsible for commitment and obligation of Foreign Military Sales, Foreign Military Financing, and Defense Fellowship Program administrative budgets.
Review and analyze funding procedures in the financial systems and obtain obligation authority from the Security Assistance Program to establish customer reimbursable orders.
Monitor Defense Civilian Pay System (DCPS) pay file for accuracy and coordinate corrections/additions/deletions.
Requirements
- TDY may be required up to 20% of the time for this position.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- NATIONAL AGENCY CHECK WITH WRITTEN INQUIRIES (NACI) - Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- FINANCIAL MANAGEMENT LEVEL 2 CERTIFIED - must be able to obtain this certification within 24 months from hire date.
- SECURITY COOPERATION WORKFORCE DEVELOPMENT LEVEL 1 CERTIFICATION must be obtained within the within 1 year and three years of being employed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes: 1) Execute budget formulation/operation duties associated with the fiscal planning, programming, budgeting, and execution; 2) Identify budget problem areas, research, and implement corrective action plans; AND 3) Prepare monthly and quarterly budget reports reflecting current status of customer orders and reimbursable orders.4) Defense Travel System (DTS) financial manager for budget and execution of all DTS budget authorizations.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
