Duties
Provides policy and program review, advisory services and and project management expertise in support of the full scope of the Agency’s Learning and Development programs.
Performs studies of considerable scope and depth to recommend effective learning solutions and assess the overall quality of the Learning and Development programs or to resolve significant policy or operational issues.
Establishes and recommends changes to professional development programs to ensure competency development is in concert with the Agency’s strategic plans.
Provides input and support in developing and ensuring compliance with contracted services and products procured by the division.
Prepares plans, programs, briefings, and studies, and conducts statistical analyses to keep management informed of trends and needed interventions with Learning and Development initiatives.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as providing advisory services to management regarding organization-wide professional development programs in areas such as leadership and/or professional/technical development disciplines in a business environment. Work must include examples of applying adult learning principles in advising management regarding learning and development (L&D) needs in a variety of mission areas, developing innovative learning programs and curricula and delivery methods; and developing plans for the expansion, improvement, or implementation of L&D programs in a business setting.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
