Duties

WHAT IS THE CHIEF FINANCIAL OFFICERDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Chief Financial Officer, Deputy CFO/Internal Controls, Quality Assurance Review The following are the duties of this position at the full working level. Extensive knowledge of quantitative and qualitative techniques to analyze major interdisciplinary issues of general (strategic) management, public policy, or public administration. Broad knowledge of public policy, strategic management, or public administration in order to evaluate divergent professional opinions, and define and describe feasible options, including different types of policy changes, along with their consequences for assigned policy, program, and strategic management issues. Extensive knowledge in the technique of selecting, organizing, evaluating, and presenting information concisely and coherently using appropriate research methodologies. Knowledge of effective oral and written communications to prepare analytical reports, policy statements and guidance, implementation plans, and presentations. Knowledge of computer applications to prepare written reports, spreadsheets, statistical tables, flowcharts, and visual presentations that incorporate quantitative and qualitative analysis. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below: BASIC REQUIREMENT: Graduate Education: Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for GS-11 research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to per-form at the GS-11 level. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equal to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Managing assignments that required a workable knowledge of program oversight; experience using quantitative and qualitative techniques and applying analytical and evaluative techniques to projects or studies involving the efficiency and effectiveness of program operations or substantive administrative support functions. Experience with verbal and written communications such as preparing analytical reports, policy statements and guidance, implementation plans, and presentations. OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university, OR three (3) full academic years of progressively higher-level graduate education in a related field of study from an accredited college or university, OR LL.M., if related. OR You may qualify with one year of combined experience and education as described above. GS-12 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equal to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Managing multiple assignments that required a workable knowledge of program oversight; experience using qualitative and quantitative methods; planning policies and procedures; and oral and written communications. Experience using computer applications to prepare written reports, spreadsheets, and flowcharts; experience utilizing a range of project management principles, practices, methods, and techniques; conducting analysis of issues broad in nature, and/or of strategic importance, and assisting in developing new approaches and/or refining existing techniques. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
