About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. Duties

Review and coordinate a wide variety of agreements associated with the DEVCOM Chemical Biological Center technology transfer program activities. Promote areas of technology transfer by managing agreement formation process for inter-service support agreements and interagency agreements. Manage Patent License Agreements (PLAs), Cooperative Research and Development Agreements (CRADAs), Memorandum of Understandings (MOUs), and Memorandum of Agreements (MOAs) and serves as a support agreement manager (SAM). Serve as a support agreement manager (SAM). Supports the management of the Office of Research Technology Application (ORTA) which is responsible for the domestic transfer and commercialization of federally developed technology to State and Federal governments, universities, and industries. Manages agreement records and staffing at all stages of development and is primary interface with CBCs agreement database. Conduct detailed review of incoming documents, initiate action on those within assigned areas of responsibility, coordinate with CBC participants, potential partners and prepares a large variety of technology transfer documents.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three-year trial/probationary period may be required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • You must be able to obtain and maintain a Secret security clearance.

  • Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a temporary appointment with no statutory return rights back to a permanent position.
  • Position may be filled as a temporary promotion, reassignment, or change to lower grade by a current permanent Army employee. This may be extended up to a maximum of five years. This position may be made permanent without further competition.
  • Position may be filled as a temporary appointment not-to-exceed three years.
  • This position is eligible for Regular and Recurring Telework as determined by the agency policy.
