This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for the organization's enterprise Information Technology goals and objectives, metrics methods and concepts used in developing policies and plans, capital planning process and in evaluating the accomplishing Information Technology goals and objectives.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a IT SPECIALIST (PLCYPLN) at the GS-2210-13/14 some of your typical work assignments may include: Develops and maintains strategic plans; assessing policy needs and developing policies to govern Information Technology activities. Provides policy guidance to Information Technology management, staff, and customers to help define current and future business environments. Prepares Information Technology budgets; manages Information Technology investment portfolios in establishing metrics to measure and evaluate systems performance and total cost of ownership. Identify and address Information Technology workforce planning and management issues, such as recruitment, retention, and training; conducting audits of Information Technology programs and projects to ensure information security/information assurance policies, principles, and practices in the delivery of planning and management services. The incumbent will assist in the development of Organizational Execution Plans (OEP);Business System Certifications, Out of Cycle Request procedures; Pre-Certification Requests; DITIP certification requests; Investment Decision Memorandum conditions/ action items; BEA alignment in IBF-DAP; and data elements in DITPR to support the mission plan objectives. The incumbent interacts with internal and external customers, as well as works across internal and cross directorate teams and personnel. The incumbent prepares and briefs oral and written communications to varied audiences within the organization. The incumbent provides problem solving, prioritization, and reasoning skills when faced with technical and functional, as well as organizational challenges.

Qualifications

You may qualify at the GS-13 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Communicate and brief program strategies to a diverse workforce of civilian contractor, and military internal and external stakeholders to ensure project schedule, costs and monitors contract performance. Experience solving complicated issues with Information Technology workforce planning, prioritization, evaluation and monitoring, risk management, quality management, and resource allocations. Evaluating emerging Automated information systems program documentation to ensure compliance with the applicable DoD Life Cycle Management guidance You may qualify at the GS -14 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS -13 grade level in the Federal service as listed below: Provides leadership and direction in determining scope and priority of objectives, plans and activities based on business impact, customer impact and internal and external constraints. Oversees the completion of complicated issues with Information Technology workforce planning, prioritization, evaluation and monitoring, risk management, quality management, and resource allocations. Interprets data from Integrated Business Framework, Data Alignment Portal (Business Enterprise Architecture Mapping); DoD Information Technology Portfolio Repository; Select & Native Programming Data Input Systems for Information Technology; DoD Information Technology Investment Portal; and Data Center Inventory Management to support the mission goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
