The primary purpose of this position is to serve as the Force Development Information Technology (IT) Project Manager, Force Development Credentialing Division, HQ Air Education and Training Command (AETC), responsible for interpreting and implementing policies, executing authorities, developing guidance, standards and processes for the division's mission.
Duties
Develops detailed plans, goals, and objectives for implementation of assigned AF-level and major command level Force Development Information Technology (IT) project(s).
Gathers and analyzes Force Development requirements and translates these requirements into technical solutions and costings.
Acquires/procures IT hardware, software and/or capabilities required for assigned projects.
Performs as a senior technical advisor to functional users.
Represents HQ AETC Force Development Command with a variety of installation and functional area organizations.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes planning, management, monitoring, and evaluation. Application of IT project management methodologies, concepts, tools, principles, and approaches. Ability to analyze functional requirements and, using knowledge of IT hardware/software, emerging technologies, and business processes, translate those functional requirements into sound technical solutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT concepts, principles, methods, and practices to provide advice and guidance on a wide range and variety of complex IT issues.
Ability to plan, organize, lead, and manage multiple, complex IT projects simultaneously; and to use a broad range of IT project management methodologies, concepts, tools and approaches to manage projects, and guide project participants, so as to ensure cost, schedule and performance requirements are met.
Ability to analyze functional requirements and, using knowledge of IT hardware/software, emerging technologies, and business processes, translate those functional requirements into sound technical solutions.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Knowledge of AF-wide Training, Education, and Force Development program functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
Ability to effectively communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
