You will serve as a SHIPBUILDING SPECIALIST in the Waterfront Operations Department of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will review and evaluate contractors condition reports and recommendations for additional work and provides rational for approval or disapproval. You will evaluate process in order to ensure timely delivery, provide the basis for equitable payments to the contractor, form the basis for future planning, and allow prompt action on problems. You will assist in the administration of the safety and fire prevention and environmental protection program. You will preform ship inspection when required to modify 2-KILO's and 2 LIMA's to support ship's material conditions and to determine actual scope of work required, including cause for repairs. You will review and analyze technical feedback and problem reports to update future technical requirement to reduce costs and eliminate delays and rework. You will prepare written detailed discrepancy reports of instances of failure of contractors quality assurance/ inspection processes. You will prepare work specification and cost and time estimates. You will coordinate with contractors, ship's force and other government activities with the contractors production schedule so as not to cause delays or disruption to either party. You will serves as the first level of reference on resolving all matters pertaining to the manufacturing and repair processes on the ship under contract. You will provide data/recommendations to the Quality Assurance office for Contractor Performance Evaluations on all contracts administered.

  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

  • You will be required to work in small and/or confined spaces.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying shipbuilding methods, practices, techniques and management control systems and their application to the construction, overhaul or repair and testing of Navy or commercial surface ships or auxiliary and small craft is required. Experience witnessing, accepting, or rejecting test upon completion of work to assure that complex ship's systems are functioning to design requirements and ensures that test results are documented. Experience inspecting government installations through knowledge of quality assurance processes and reporting discrepancies to proper authority. Experience applying technical writing skill to provide detailed reports, recommendations, and cost estimates including labor, material, and time with all required supporting data for new work and modifications to original work specifications. Experience maintaining material control and investigating availability of material, sources of supply or manufacturers and possibilities of substitutions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
