About the Position: This position is located at the Directorate of Plans, Training, Mobility, and Security, Joint Base Myer - Henderson Hall, Virginia.
Fort Myer is a 15-minute commute to/from the Arlington National Cemetery Metro Station, a 10-15 minute commute to/from the Rosslyn, Virginia Metro Station, and is accessible by bus transportation. The installation is approximately 7 miles from Washington D.C. and a short distance from major roadways and express highways.
Duties
Serves as a Plans Specialist at a small garrison within the Installation Management Command (IMCOM).
Works under the general supervision of the Chief of Plans, Directorate of Plans, Training, Mobilization and Security performing technical and administrative work
in support of operational, emergency and disaster preparedness planning and execution functions, contingency planning, support to civil authority,
ceremonies and other functions that effect the activities of units and personnel stationed or transit at the installation.
Functions include: (1) contingency operations/plans; (2) military support to civil authority; (3) Organization Inspection Program (OIP);
(4) training; (5) exercise support; (6) ceremonies; (7) short- and long-range calendar planning.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain a U.S. Government Motor Vehicle Operators Identification Card within 30days of initial employment to operate a U.S. Government motor vehicle.
- This position is considered Key Essential in support of JBM-HH’s emergency operations mission.
- Must have or be able to obtain and maintain a SECRET clearance which may be upgraded to top secret clearance at any time.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) development of long and short range plans, 2) serve as actions officer; 3) reviews evaluation data; 4) lead-in progress reviews and working groups; 5) execute the military decision making process from beginning; 6) develop, author and execute operational orders and plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or related field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
