Duties

You will coordinate with Business Directorate (BD) and Human Resources (HR) points of contact to ensure execution of community management plans, workforce progression details, and PDs. You will serve as the subject matter expert (SME) in providing project status, costs, schedule or other information to customers, project and program sponsors, and other business and support lines. You will collect, compile, record and maintain program data. You will review and analyze organizational structure, billet data, and staffing goals to ensure accuracy and compliance with established DoD, DoN and NAVFAC regulations and instructions

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting applying analytical and evaluative methods and techniques to studies concerning the efficiency and effectiveness of programs and operations; and 2) Conducting studies involving work methods and procedures of mission support function; and 3) Providing briefings on findings and recommendations of studies. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of the substantive nature of agency program and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution to improve organizational effectiveness. Examples of specialized experience include: 1) Analyzing and evaluating administrative aspects of programs, policies, and processing analysis activities conducted throughout Public Works; 2) Identifying and developing methods to resolve or mitigate problems created by reductions in funding; and 3) Applying work procedures to conduct studies or collect data. Education

For the GS-11 grade level is below: Completion of a Ph.D. or equivalent doctoral degree OR completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR completion of an LL.M. degree that is related to the position being filled.

For the GS-09 Level applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
