About the Position: Serves as the subject matter expert, providing technical assistance to the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C) in all aspects of budget analysis and administration, including formulation of extremely complex budget estimates, justification, presentations, and reviews.
Duties
Provides expertise in effectively administering programmatic financial and budgetary responsibilities supporting the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE and C).
An authority throughout the Command for the overall management, review and analysis of the Army’s Foreign Military Sales (FMS) and Foreign Military Financing (FMF) budget.
Analyzes extremely complex submissions for overall accuracy, consistency, trends and disconnects.
Supervises a complex branch responsible for acting as the main authority.
Evaluates work performance of subordinates.
Interviews candidates for positions, recommends appointments, promotion or reassignment to the Director for action.
Develops processes and tools to collect and track Army SC budget allocation and spend data by stakeholder and by category.
Performs analyses on budget and spend data to assess alignment of enterprise funding to strategic objectives.
Applies the Federal, DoD and OSD budget regulations, practices, procedures, and policies to ensure accuracy of budget information and to ensure compliance with all budget requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Practitioner) Certification within 60 months of entrance on duty.
- Level 3 Financial Management Certification must be obtained within 3 years of entry on duty.

Specialized Experience: One year of specialized experience which includes interpreting higher headquarters planning, program, and budget guidance; planning, developing and/or implementing organizational-wide resources management programming and budgeting policies and procedures; recommending corrective budget and reprogramming actions for optimum program accomplishment or effectiveness; and providing leadership to the resource management team through subordinate supervisors or team leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
