You will serve as a HUMAN RESOURCE SPECIALIST (CLASS/RECRUIT) in the Human Resouces & Organzaition Mgt Br of HQ US MARINE CORPS.

Duties

You will serve as an HR expert on Strategic Workforce Planning (SWP) teams for functional area(s) of responsibility. You will collaborate with Equal Employment Opportunity (EEO), the HROM Recruiter, SWP Advisor, and serviced managers to devise innovative and aggressive organizational demographic strategies ranging from organizational design, skill, etc. You will evaluate positions and provide classification advisors in accordance with office of Personnel Management (OPM), Department of Defense (DoD), Department of Navy (DON), and Marine Corps (MARCORPS) guidelines on a wide variety of positions. You will respond to issues independently, researching and resolving problems and issues based on knowledge of functional area and administrative processes. You will determine areas of consideration and innovative recruitment avenues and recommending innovative methods and strategies to resolve problems of job turnover, long and short-term workforce planning.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledgeable in applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; provides guidance/resolutions to management on all recruitment and placement issues.; track recruitment actions to ensure management's recruitment goals are met. GS-7 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Operating HR/personnel systems; generating and reviewing personnel actions; and applying Human Resources recruitment and staffing regulations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-7

1 full year of graduate level education

or

superior academic achievement

GS-9

master's or equivalent graduate degree

or

2 full years of progressively higher-level graduate education leading to such a degree

or

LL.B. or J.D., if related
