This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.
Duties
As a Director Congressional Grants Division, you will:
-Direct the staff in the negotiation of acceptable applications with Congressional grantees.
-Advise the Deputy Assistant Secretary for Congressional Relations on all aspects of Congressional grants management, and report periodically to higher Departmental management on status and effectiveness of the management of Congressional grants.
-Maintain oversight of Congressional Grants Management System (CGMS) to ensure that accurate grant status information is entered on a timely basis to aid in administration of Congressional grants.
-Develop budgetary and legislative initiatives in coordination with senior officials.
-Develop and interpret policies and procedures in addition to identifying and implementing performance outcome measures for ensuring greater program accountability and overall program effectiveness.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Overseeing a team of specialists and analysts responsible for the administration of Congressional earmarks; AND
-Implementing policies and programs to drive community based economic development OR economic recovery; AND
- Leading a team or managing a staff to coordinate efficient operations of community OR economic recovery programs; AND
- Presenting organization or agency program initiatives to Senior Leadership, Elected Officials, Grantees, and the General Public.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
