You will serve as a SAFETY & OCCUPATIONAL HEALTH SPECIALIST in the Hazard Deficiency Program Management and Analysis Branch (Code 106.24), Safety and Health Division (Code 106.2), Occupational Safety, Health and environment (OSHE) Office (Code 106), of NORFOLK NAVAL SHIPYARD.
Duties
You will serve as principle OSHE advisor to senior managers and plan and conduct surveys of operations and facilities to evaluate the effectiveness of safety and health requirements and practices.
You will execute effective trend analysis of assigned program area or project to identify adverse conditions or trends and provide management with recommendations.
You will conduct independent accident investigations of all classes and categories of accidents to analyze contributing factors and establish corrective measures.
You will provide technical advice to project superintendents and other senior managers on OSHE matters.
You will conduct accident and work process trend analysis and provide results to Shipyard Commander, directors, managers, and supervisors.
You will develop instructional materials, schedules, coordinate and conduct safety briefings, safety training classes, and professional development classes.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning and conducting inspections of operations and facilities to evaluate effectiveness of safety and health requirements and practices in the work environment.
Experience with the utilization of the OSHE Hazard Abatement Program, overseeing an Employee Hazard Reporting Program, entry of hazards into record keeping/recording systems and managing the Safety Deficiency Reporting (SDR) Program.
Experience with executing effective trend and analyses, developing reports and correspondence of assigned program area and providing results.
Experience conducting independent investigations of accidents and safety deficiencies/hazards to analyze contributing factors and establish corrective measures.
Experience with providing/presenting oral and written communications, findings and recommendations.
Experience with developing instructional materials.
Experience scheduling, coordinating and conducting safety briefings, safety training classes, and professional development classes.
Experience with modifying standard practices to resolve complex problems for which accepted methods are not directly applicable and the skill to develop or apply the latest approaches in safety, health, or environmental science to control or minimize existing or potential problems.
Experience with substantive (i.e., technical) and procedural (i.e., local procedures and manuals) requirements of OSH laws and regulations issued such as: Occupational Safety and Health Administration (OSHA), American National Standards Institute (ANSI), National Fire Protection Association (NFPA) standards, Department of Transportation (DOT), Environmental Protection Agency (EPA) regulations, and Department of Navy (DON) directives and manuals.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
