The following are the duties of this position at the full working level.
Oversees assigned BOD program area projects assigned by the supervisor. Performs special studies and
research projects or assignments, which require application of expertise and mature judgment. Develops
and analyzes the facts needed and recommends the action to be taken on particular matters. Reviews and
summarizes information from a variety of sources for the use of the supervisor, exercising sound judgment
and knowledge of the purpose of such information. Participates in the planning and conducting of studies of
various aspects of the Service's administrative programs and operations to provide a basis for procedural or
policy determinations. Reviews and prepares reports for assigned supervisor.
Participates in the formulation of policies and procedures governing the administrative aspects within the
assigned program office. Assesses the need for and establishes and/or adapts administrative procedures and
practices to be used in highly unusual situations requiring deviation from standard administrative
procedures. Keeps the supervisor advised of developments and progress concerning problems and follows
up with the responsible official to expedite necessary action and final settlement of the issues.

Acts as point of contact for the assigned program office responding to internal and external requests for
assistance in a minimum amount of time. Carries out routine, high priority or special tasks, and
assignments. This encompasses a wide variety of issues sometimes involving sensitive and confidential
matters. Independently researches all facets of issues for which program office is responsible and, with
mature judgment and discretion, makes administrative decisions affecting the program office.
Maintains files and/or records containing confidential employee/labor relations materials; has advance notice
of personnel actions and access to management recommendations on contract negotiations; and/or attends
regularly scheduled management meetings on labor relations problems, grievance responses and answers to
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE:GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience identifying, analyzing, and coordinating the integration of data into reports and presentations; Experience providing advice to numerous stakeholders regarding administrative functions such as HR, Payroll, Timekeeping; Experience coordinating services between stakeholders in ensuring cross-functional support activities and initiatives are carried out; Experience conducting analytical studies of processes, operations, and/or services to evaluate program effectiveness and/or to recommend improvements to processes and systems. ORA Ph.D. or equivalent doctoral degree in a related field of study such as business administration. OR3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as business administration. ORLL.M., if related ORAt least 1 year of combined graduate education and experience as defined above.
SPECIALIZED EXPRIENCE:GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience acquiring, validating, and analyzing information, drawing conclusions, forecasting work, and developing alternatives; Experience with operating programs and the interrelationships among them to perform program analysis; Experience dealing with top level executives and taxpayers to establish and maintain effective relationships and gain confidence and cooperation; Experience with written and oral communications sufficient to prepare and present findings and recommendations, carry out specific action regarding controversial issues, and develop material for use in public speaking engagements.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
