About the Position: Serve as Training Technician on matters pertaining to the analysis of quota execution for the Security Assistance training mission with special emphasis on international training fill rates & attrition data related to international military students attending Army courses. This position may be filled at either grade level. If selected at GS-11, incumbent may be noncompetitively promoted to the GS-12 upon completion of all experience and time-in-grade requirements.

Duties

Duties performed at the GS-11 level are the same as the full performance level, under more than normal supervision and guidance. This list of duties is not all-inclusive: Initiate and respond to correspondence and taskers involving international training matters. Maintain knowledge of changes in the training base that might impact the fill of international military students in Army courses. Access and use data in various training databases to build and generate charts, monthly reports, etc. to identify international student fill and attrition data for all Army international students. Serve as assistant to the Chief, Quota Management Branch, in the development and documentation of international training requirements to prepare for the Structure Manning Decision Review. Develop executive and working level reports, point papers, information papers, correspondence, and briefing presentations utilizing database applications and various software programs. Analyze data to determine whether schools are managing and posting international student input IAW Headquarters, Department of the Army and Training and Doctrine Command policy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a valid Secret security clearance.
  • This position may require temporary duty (TDY) for business for up to 10% of the time.
  • This is a Non-Key SC position. Position requires DoD SC Workforce (SCW) Certification. The incumbent must complete Basic SCW Certification within 1 year of entrance-on-duty (EOD) and Intermediate Certification within 3 years of EOD.
  • Position requires certification-related continuous learning IAW the NDAA 2017, USC Section 384. Compliance with all DoD, Defense SC Agency, and DA requirements of the SCW certification program is required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as General Education, Education and Adult Education related degree. (NOTE: You must submit copies of ALL your transcripts.) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. tom compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
