You will serve as a FINANCIAL MANAGEMENT ANALYST in the Permanent Change of Station Variance Component of NAVY MILITARY PAY OPERATIONS AND ACCOUNTING.
Duties
You will serve as the Lead Military Pay Analyst on the Mil PCS Team, functional subject matter expert, and main point of contact providing a high-level financial support to both internal and external business partners
You will engage in innovative thinking and action to resolve complex organizational and process problems that require non-standard, adaptive and transformative solutions
You will research, remediate and determine root cause of abnormal financial/accounting conditions within the Navy ERP accounting system.
You will develop and maintain complex spreadsheets for data tracking, analysis, and reporting.
You will implement data quality checks to ensure the integrity and reliability of both Excel spreadsheets and BI tool reports
You will employ advanced Excel functions (e.g., VLOOKUP, PivotTables, macros) to manipulate and summarize large datasets, creating actionable insights and visualizations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Providing professional analytical leadership and advice to supported organizations. 2. Reviewing and analyzing operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting the asset, liability, revenue, expense, and budgetary accounts for supported organizations to ensure compliance with generally accepted accounting policies, new operating procedures, and revised regulations. 3. Identifies problem areas and determines actions required to improve operating program effectiveness, ensure the propriety of accounting transaction processing, and maintain the integrity of accounting records and financial information. 4. Provides technical advice and training to technicians and program managers. 5.
