This position is part of the Defense Human Resources Activity, Defense Human Resources Activity responsible for Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a SUPERVISORY IT SPECIALIST (PLCYPLN) at the GS-2210-14 some of your typical work assignments may include:
Develop, implement, and ensure compliance with plans, policies, standards, infrastructures that establish the framework for the management of Enterprise Human Resources Information System Program applications.
Provides Information Technology policy guidance to management in ensuring rigorous application of information security assurance in delivery of planning and managing policies, principles and practices.
Provides methods and approaches for sharing information through the use of Information Technology performance measurement tools to help identify and resolve Information Technology workforce issues.
Leads a team that is responsible for the planning and execution throughout the product lifecycle, including: gathering and prioritizing customer requirements, assisting in defining the vision, overseeing design and execution of IT solutions, and working closely with other internal and external stakeholders.
Prepares Information Technology budgets; manages Information Technology investment portfolios in establishing metrics to measure and evaluate systems performance and total cost of ownership.

Qualifications
You may qualify at the GS 14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 13 grade level in the Federal service as listed below:
Applies IT principles, concepts, methods, standards, and practices in the planning and delivery of services and providing expert technical advice, guidance, and recommendations to management and other technical specialists
Experience with full software development lifecycle of complex systems; experience with modernization and rationalization of legacy systems
Ability to effectively communicate program status, risks and issues to leadership
Problem-solving tasks with customers and clients to provide quality IT products and services
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
