You will serve as a Human Resources (HR) Specialist charged with full technical responsibility for one or more Defense Civilian Intelligence Program Office-wide civilian HR program/project assignment. You will provide advice on a range of matters pertinent to Recruitment & Placement and Compensation. This position is located within the Chief Human Capital Office of NAVAL INTELLIGENCE ACTIVITY in Arlington, Virginia.

Duties

You will provide advisory services and guidance to management in the areas of recruitment, selection and placement of employees, job analysis, workforce planning and analysis and position management. You will advise management in identifying, attracting, and retaining a high quality and diverse workforce. You will provide advice on the use on compensation flexibilities; coordinate the processing of personnel actions with the Human Resources Service Center. You will advise management and employees on unique requirements related to excepted service and Defense Civilian Intelligence Personnel Management System (DCIPS). You will provide authoritative staff advice and technical guidance to agency stakeholder in assigned program areas.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Provide authoritative staff advice and technical guidance to agency stakeholders in the areas of recruitment, selection and placement of employees, job analysis, workforce planning and analysis and position management; Provide advice on the use of compensation flexibilities and coordinating the processing of personnel actions with the Human Resources Service Center; Serve as a subject matter expert and point of contact on matters and issues regarding the calculation of overseas pay, allowances, and guidance on foreign entitlements; Utilize experience managing civilian human resources (HR) program and project assignments to formulate strategic plans to support agency mission and program goals.
