This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT PROGRAM MANAGER (PLCYPLN) at the GS-2210-12/13 some of your typical work assignments may include:
Responsible for the product planning and execution throughout the product lifecycle, including: gathering and prioritizing product and customer requirements, assisting in defining the product vision, and working closely with other internal and external stakeholders. Defines the product strategy and roadmap. Applies product, project, program and technical skills in the provision of overall direction and guidance for the development, acquisition, testing, product improvement and fielding of assigned systems. Determine scope and priority of objectives, plans and activities based on business impact, customer impact and internal and external constraints.
Develops and maintains strategic plans; assesses policy needs and developing policies to govern IT activities; provides policy guidance to IT management, staff, and customers; defines current and future business environments; prepares IT budgets; manages IT investment portfolios; establishes metrics to measure and evaluate systems performance and total cost of ownership; ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of product, planning, and management services.
Interacts with internal and external customers, as well as work across internal and cross directorate teams and personnel. Prepares and briefs oral and written communications to varied audiences. Exercises proficiency in utilizing problem solving, prioritization, and reasoning skills when faced with technical and functional, as well as organizational challenges. Works at a team level as well as an individual performer role during the course of their duties.

Qualifications
You may qualify at the GS 13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below:
Serves as a program/project manager throughout the Software development lifecycle, sustainment and maintenance of IT network and data infrastructure systems.
Applies Agile methodology and DevSecOps practices and procedures to develop and ensure enterprise architectures, infrastructures and performance management of IT projects.
Evaluates, develops, and maintains Authority to Operation (ATO) in Information Technology systems.
Leads a diverse workforce of civilian, contractor, and military internal and external stakeholders to ensure project schedule, costs and monitors contract performance.
Demonstrates subject matter expertise in DMDC programs and organizational processes, as well as advanced problem-solving and interpersonal skills, to effectively lead self, individuals, and teams in the reliable, efficient, and competent delivery of services for multiple and/or high-visibility/high-availability systems.

B. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Participates in a program/project throughout the Software development lifecycle, sustainment and maintenance of IT network and data infrastructure systems.
Reviews Agile methodology and DevSecOps practices and procedures to develop and ensure enterprise architectures, infrastructures, and performance management of IT projects.
Develops and maintains Authority to Operation (ATO) in Information Technology systems.
Coordinates with a diverse workforce of civilian, contractor, and military internal and external stakeholders to ensure project schedule, costs and monitors contract performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
