About the Position: Serves as a Public Affairs Specialist in the Arlington National Cemetery (ANC) Public Affairs Office.

Duties

Post imagery, video and multimedia presentations to the web and social platforms to creatively share the ANC story. Develop strategic communications plans for campaigns to effectively communicate key information about Arlington National Cemetery to its various key audiences. Responsible for researching and writing information for both internal and external publics, to include media organizations, on a wide variety of topics in support of ANC's mission. Assess potential controversial issues having national and/or international impact and develops communication strategies to maintain public support through effective means. Review internal reports, technical papers, documents, and other sources for potential story ideas and adapts them for releases and digital media amplification. Produce and distribute content through social media platforms, ANC’s website and the ANC Explorer app. Evaluate effectiveness of communications plans to determine level of effectiveness in meeting campaign goals and objectives. Respond via website and social media concerning weather emergencies, crisis communication incidents, and other high profile activities and events

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May include shift work (evenings, weekends, holidays).
  • Must possess and retain a valid state drivers license and must pass testing for and retain a government drivers license. May be required to transport others in and around the cemetery.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position is covered by a Bargaining Unit Agreement.

GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-13 Specialized Experience: One year of specialized experience which includes: creating digital media campaigns and/or initiatives; advising senior leaders on digital outreach program needs to ensure program goals are met; and developing strategic communication plans and/or strategies demonstrating how digital and web tactics are effectively used to tell the agency's story. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
