About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, HQDA Program Management Directorate (PMD) in Indianapolis, Indiana.
Duties
Position serves as a Financial Management Analyst in the Program Management Directorate, Office of the Chief of Staff, Army (OCSA).
Perform day-to-day analysis of various listings of accounting transactions, reports and financial statements.
Audit all accounts eligible for closure and initiate any actions required to bring accounting records to a closed condition.
Review various reports and other financial statements that represent the accounting records within systems of record.
Analyze and prepare special reports on the causes of recurring adjustment actions; determine the cause of processing errors or problems and recommend corrective procedures.
Conduct substantial research of current accounts, historical data, source documents, etc., to develop and explain detailed information not otherwise readily available.
Input, record, and maintain all financial transactions pertaining to program and fund control for all fiscal years.
Review reimbursable account balances to ensure reimbursable order drawdown at year-end is fully supported by documentation related to details in the current accounting systems of record.
Reconciles ledger accounts monthly to ensure computer entries and adjustments have processed to final reports.
Ensures month end reports agree with prior records before submission to DFAS-IN.
Trace a variety of transactions with the accounting system(s) to identify discrepancies and reconcile errors; prepare worksheets documenting reconciliation actions and identifies corrective actions or makes necessary adjustments.
Perform special reviews and analyses of accounting data to identify potential problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation(SSBI) with eligibility for sensitive compartmented information (SCI).
- Position requires approximately 10% temporary duty (TDY) travel in the performance of duties.
- This is a FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
