Duties
The incumbent serves as the principle accounting and financial management advisor and Client Executive to geographically dispersed customers.
Serves as an agency Subject Matter Expert or Project/Change Manager providing specialized finance and reporting services.
Plans, formulates and develops financial policies and procedures to enhance the validity, accuracy and integrity of finance processes.
Manages, plans, implements, monitors, and evaluates DFAS financial management programs by providing knowledge and expertise in appropriation law, finance concepts, principles, practices, techniques and financial management systems
Establishes continuous interactive communication and liaison with all communities
Provides expertise to DFAS leaders and customers on financial system improvements and provides clear recommendations to senior leaders
Responsible for developing and implementing change management strategies and plans to ensure successful adoption of organizational changes

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is: serving as a consultant to top management officials or senior leaders providing advice, guidance and direction on financial systems related to accounting and finance policies and procedures in support of an audit readiness strategy and related initiatives.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-15, applicants must have served 52 weeks as a GS-14 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
Education is not substitutable for specialized experience at this grade level.
This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period.
