Duties
Position will act as Client Executive Liaison position for Defense agencies
Serves as an agency Subject Matter Expert or Project/Program Manager providing specialized finance and reporting services
Plans, formulates and develops financial policies and procedures to enhance the validity,
accuracy and integrity of finance processes.
Manages, plans, implements, monitors, and evaluates DFAS financial management programs by providing knowledge and expertise in appropriation law, finance concepts, principles, practices, techniques and financial management systems
Establishes continuous interactive communication and liaison with all communities

Qualifications
In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-14) in the Federal service, which demonstrates the ability to perform the duties of the position.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: 1) Providing customer service, consultation and expert-level advice related to financial management to top agency management officials in customer organizations; AND
2) Implementing solutions to customer problems that prevent future incidents and improve financial products and services.
*This experience must demonstrate a mastery of and skill in applying financial management principles to advise customers and comprehensively plan and coordinate a variety of financial functions, operations, teams and interfacing systems that encompass both staff and technical operations. *
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education
Education is not substitutable for specialized experience at this grade level.
This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period.
