Duties
As Director of Central Revenue oversees the end-to-end Order to Cash (O2C) processes for the DFAS entity in DAI ensuring the successful processing and collection of $1.6B in earned revenue annually on behalf of DFAS.
Responsible for transitioning DFAS' seller side transactions into G-Invoicing, accepting funded orders, accurately measuring and track work performed, and delivering timely and accurate customer bills.
Collaborates with key stakeholders to establish policy, process, and control changes, and communicate impacts during execution and monitor risk.
Establishes, develops, and maintains effective working relationships with a variety of DoD, Non-DoD, and Treasury organizations within and outside the financial management functional areas
Supervises two teams one focused outwardly on supporting Trading Partner relationships and one engaging inwardly on processing work counts and revenue financial reporting.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Providing expert level advice and guidance on budgeting, execution, customer billing, and/or revenue concepts to customers, senior and executive leaders. Managing, directing, advising and making recommendations on specified process improvement initiatives and providing advice and consultations on resource management to senior and executive leaders. Using analytics and decision support to problem solve and make recommendations and build partnerships and consensus to resolve complex issues across the enterprise. Developing and presenting briefings to executive level audiences.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-14, applicants must have served 52 weeks as a GS-13 or higher in the Federal service.

Education
Education is not substitutable for specialized experience at this grade level.
This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period.
