This position functions as the Administrative Officer (AO) in Radiation Oncology Service (ROS) at the VA Caribbean Healthcare System (VACHS). Responsible for the overall daily administrative operations, requirements, and management of the entire ROS. Plans, develops, and coordinates all administrative functions essential to program implementation and delivery of services.
Duties
Major duties include but are not limited to:

Identify developmental and training needs of employees and arranging for needed development and training.
Provide supervision to technical and clerical staff.
Review, develop, and initiate new policies and procedures for the ROS as assessed to benefit the overall functioning of the Service.
Formulate budgetary plans. This requires perception and assessment of immediate and long-range budget issues. This responsibility also requires the incumbent to interrelate the professional, technical, and clerical with the administrative requirements for present and future budget forecasts. This information must be completely and accurately summarized and conveyed to the ROS Chief, Fiscal Service, Chief of Staff, and to the Executive Director.
Responsible for implementing a system of control which assures that the fiscal management of the Service will be maintained on a sound basis, using accepted accounting practices. This includes the appropriate use and understanding of Fund Control Points and ensuring that expenditures of funds conform to budget plans without marked deviations.
Coordinate all personnel activities that include recruitment and placement, processing of Board Actions, development of position descriptions, organizational and functional charts, counseling of employees and analysis of performance and competencies.
Coordinate acquisition of supplies, equipment, and services. Review, approve, and submit requests for supplies, equipment, contracts, construction projects and other identified needs of ROS and MPS. Responsible for maintaining and updating equipment inventory of all assigned property.
Responsible for completion, review, updating and maintenance of accurate records in conjunction with SPD, CMR, IRMS and Fiscal Service which state the location and condition of inventory items.
Advise and make recommendations on matters pertaining to personnel utilization and workload. Analyze and formulate each ROS needs and basic principles.
Advise Service supervisors and coordinates staffing and Service responses on specific matters. Assess and delegate workload for clerical support staff.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade Gs-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and make recommendations for best utilization of personnel; provide administrative guidance and support to professional staff; evaluate work performance; approve employee timecards, overtime, and travel expenses; plan work to be completed, set, and adjust short term priorities and prepare schedules for completion of work; responsible for overseeing and preparing, compiling, and validating special reports; responsible for the procurement and maintenance of equipment and facilities; oversee the inventory of all nonexpendable property; perform audits necessary for continued accreditation conducting the review and assembling data for approval; responsible for implementing and maintaining several contracted agreements that provide service; interview select employees for assignments and make recommendations for promotion of employees; give advice, counsel, or instructions to employees on work and administrative matters; responsible for personnel administration including knowledge of personnel operations and position classification, grievance procedures, performance standards and disciplinary. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree.

Physical Requirements: Work is primarily sedentary; however, there may be some walking, standing, bending, and carrying of light items such as papers, books, and files. No special physical demands are required to perform the work.
