The purpose of the work Is to provide administrative, analytical and evaluative support; to provide full information and specific recommendations concerning all administrative aspects required in sound and proper management concepts and determination; to assist the Service Chief, Assistant Chief and Section/Unit Chiefs whenever required and to maintain the first line supervisory controls over the Administrative Office staff.
Duties
This position provides high-level analytical support on administrative issues and high-level conceptual Input Into complex top service deliberations and decisions involving the direction of the surgical service requirements and programs.
The primary function of this position is twofold: to keep abreast of matters affecting the hospital so the service can respond appropriately and to make top management aware of them.
Assures effective coordination of the administrative and managerial functions of the service and ensures available resources are planned, allocated and maximized.
Advice on policies and procedures and initiates appropriate necessary actions.
Coordinates the development of proposals for new service programs ensuring they are consistent with both the service goals and mission.
Performs statistical data and quantitative /qualitative data collection, performs data analysis and displays data summarizing significant results and making sound recommendations to Improve service and promote quality of care.
Work Schedule: 7:30am - 4:00pm M-Fri

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in directing the personnel management program for the organization, performing or overseeing the full range of human resources requirements. Leads in administering programs concerning matters such as EEO Programs, merit promotion, labor management relations and position management. Administers space and equipment HR/Equipment/ Space Utilization Programs. Incumbent is responsible for personal management functions including Performance, staff recruitment, classification, staffing, employee relations, the performance appraisal process, professional competencies, FPPE/OPPE, EEO, employee awards, pay/leave administration, training, travel, workman's compensation and performing necessary research related to human resources issues. Provides ongoing guidance and assistance regarding office policies and procedures. Acts as the liaison with the human resources office concerning personnel-related matters. Provides advice and assistance to Section Chiefs/ Supervisors, managers and other staff concerning federal and agency personnel processes and procedures. Exercises supervisory/managerial authority as first line supervisor over the clerical/administrative support staff at the Administrative Office. Second Une supervisory authority of this staff relies in the Assistant Service Chief. Assists Section Chiefs/Supervisors to ascertain compliance with the Human Resources Management Service (HRMS) requirements for woe professional staff (physicians/allied health care), on station fee basis and contract staff. Develops performance standards, writes position descriptions, conducts performance appraisals, recommends performance awards and participates in the Performance Based Interviews {PBI), selection and recruitment process of the administrative employees.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
