Administrative Officer reports to ACOS for Primary Care Service. Position will coordinate, oversee and manage the administrative and operational aspects including comprehensive management and support to clinical program offices on planning, efficiency, productivity, quality and utilization of resources of the eleven outpatient clinics under Primary Care Service. Clinics are spread over a large geographic area that include the island of Puerto Rico, Island municipality of Vieques and USVI.

Duties

Duties include but are not limited to: Monitors, reviews, and determines whether the contractor's performance is in compliance with terms and conditions of the contract specifications and work is compliant with contract requirements. Ensures contracts are developed, maintained and implemented in accordance with VA mission, regulations and directives in addition to VAMC policies. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Develops performance standards' for immediate subordinate supervisors; advises them in the development of performance standards for employees. Serves as the reviewing official for performance evaluations of subordinate supervisors, as well as those prepared by subordinate supervisors. Assigns work to subordinates based on priorities, consideration of the difficulty of work, and capabilities of employees. Evaluates work performance of subordinates, gives advice, counsel, or instructions to employees on work and administrative matters. Develops work improvement plans, recommending personnel actions as necessary. Reviews and approves or disapproves leave requests and assures that subordinates are trained and fully comply with provisions of the safety regulations. Provides approval for resource requests involving Service operations. Monitors available resources and makes recommendations to management regarding need for, distribution, and/or redistribution of resources. Gathers and analyzes budget needs of Primary Care Service and provides administrative management of all phases of budgeting within administrative requirements. Plans/monitors a system of internal controls to ensure fiscal management is maintained in accordance with accountability/administrative practices. Attends budget review meetings and report how decisions made during those meetings impact operations. Conducts budget estimates coordinating with the ACOS of PCS, Chief Medical Officers, Administrative Officers and Program Managers for all PCS clinics and programs. Completes other duties as assigned. Supervisory Statement: A one year supervisory probation period may be required for this position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. PREFERRED EXPERIENCE: 2 years experience as Administrative Officer Language Proficiency: (1) Must be proficient in spoken and written English. (2) Must be proficient in spoken Spanish. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning and complete a variety of special and major projects independently. Implements new initiatives or mandated items to strengthen current programs/ develops new programs. Physical improvements of clinic space, conducts analyses and investigates issues. Coordinates the development of procurement plans related to PCS Clinics. Develop short and long-term plans to guarantee continuity of services in the outpatient clinics. Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Fieldwork may involve traveling to meetings, interviews, and clinics (OPC's, CBOCs, Rural Clinics), including travel to the clinics in USVI.
