You will serve as the Administrative Officer for the Mental Health & Behavioral Health Sciences (MH-BHS) Service. You will provide support and expert advice to the MH-BHS of the VA Caribbean Health Care System.
Duties
Major Duties:
Provide authoritative advice and counsel on administrative and operational management support issues, and on the formulation and implementation of organization policies, programs, objectives, and plans.
Advises on quality business practices, healthcare management and services, including presentation and analysis of data, and on a broad range of policies, issues, regulations, problems, precedents and management systems;
Identifies and analyzes changes and trends in funding for human resources and material needs, human resources availability, and other administrative support matters.
Analyzes ratios of professional to technical employees and supervisors to non-supervisory employees, and recommends actions to meet staffing plans based on forecasted workload requirements.
Leads projects and implementation of performance improvement and guides the BHS services towards continuous improvement.
Serves as the principal advisor to the Behavioral Health Sciences and BHS Coordinators/Managers on financial matters, formulates, coordinates, and administers separate accounts of the annual program budget.
Ensures that agency policies and priorities are being followed.
Develops performance standards for; and evaluates work performance of subordinates.
Serves as the BHS advisor on human resources matters by coordinating Service needs with human resources office requirements; directing the initiation and processing of personnel actions.
Work Schedule: Monday-Friday, 8:00 A.M. - 4:30 P.M.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Actively participate in meetings and provide authoritative advice and counsel; Conducts studies and leads special projects; Advises staff on quality business practices, healthcare management, services, policies, issues, regulations, problems, precedents and management systems; Identifies and analyzes changes and trends in funding; Analyzes productivity; Studies and analyzes program specific data; Makes recommendations to meet staffing and workload needs; Provides leadership and direction to service staff; Develops written communication; Serves as the principle advisor on financial matters; Identifies financial and budgetary trends and patterns; Maintains proper financial balances; Serves as advisor on human resource matters; Develops educational activities for the staff.
