The Administrative Officer serves as a member of the management staff of the Mental Health & Behavioral Health Sciences Service Psychiatry Profession & Acute Care Line, and Behavioral Health Interdisciplinary Programs in providing support and advice for officials from several managerial levels on full range of administrative management functions and effective utilization of financial, logistical, and human resources. The incumbent plans, administers, and coordinates administrative services.

Duties

Duties consist of the following, but are not limited to: Discusses the organizations Vision, Mission, and Values and how they are represented within the Strategic Plan. Analyzes reports and creates business cases that are pertinent to the Service (e.g., budget, business and staffing plans, labor mapping, workload, and equipment inventory) and describe their role and responsibilities as it pertains to executing the organizations strategic objectives. Discusses the organization structure, facilities, and briefly explain the key programs available for Veterans (Hierarchy, Locations, Key Programs [My HealthEVet, Telehealth, billing, etc. Administers space, Information Technology and equipment needs, demonstrate the use of VHA business data sources used for analysis as it relates to their service to include, but not limited to; VSSC, Decision Support System (DSS), VISN 8 Data Report Center (DRC), Corporate Data Warehouse (CDW) and the Allocation Resource Center (ARC) and uses Performance Improvement (VA-TAMMCS) and LEAN principles (Green Belt) within their services. Coordinates communication responses to patient concerns, congressional inquiries, and VISN/National correspondence; prepares written communications on sensitive topics for external audiences; presents oral and written information clearly and concisely; communicates complex ideas and issues clearly and in listener-friendly language. Demonstrates understanding of the various forms of communication within VAHCS. Explains the Veterans Equitable Resource Allocation (VERA) model and the basic requirements of the 7 priority groups, and how VACHS conducts its financial recovery programs provided by MCCF and Non-MCCF. Explains the organization budget planning process and how it relates to their service fund control points and ongoing operations, exhibits knowledge of Government Purchase Cards, Fund Control Point Management, including separation of duties; demonstrate how to access Fiscal resources available for the financial management of their service to include: Financial Navigation Dashboard (FIND), Integrated Funds Control Point Activity (IFCAP), and 2237 and develops budget estimates and justifications; and accurately interprets financial data (e.g., contract, expense, overtime, T&E, and running balance reports) Determines appropriate staff utilization and offers suggestions for workforce planning and development, demonstrates knowledge of the performance evaluation system (physician performance pay, etc.) and the organizational time frames associated within [Clinical AOs]. Displays knowledge of the various hiring authorities (e.g., Title 38, Hybrid 38, and Title 5, pay scales) and pay settings. Performs required activities related to the advertising, recruitment, and hiring processes and practices (e.g., RAC, PMR) and required activities related to the Credentialing and Privileging of clinicians (e.g., licensure, VETPRO, focused professional practice evaluation (FPPE)/ongoing professional practice evaluation (OPPE)) [Clinical AOs]. Accesses and demonstrates understanding of database resources available for Human Resource Management through the Internet (WebHR, USA Staffing/Selection Manager, USA Jobs, etc. and demonstrates understanding of Employee Relations/Labor Relations (ER/LR) issues as they pertain to the Master Agreement, T&A management, Employee Code of Conduct, and Supervisory roles and responsibilities. Ensures that employee competency folders are kept current (employee licensure, registration, education requirements, and/or certifications are current and valid; education requirements are met; PD/FS are current) Describes the procurement process for goods, supplies, and services , can explain the acquisition process for commodities/reusable medical equipment/instrumentation/equipment and the required forms and POC's, can explain the Inventory Package (AEMS/MERS/GIP) System to include their services inventory points and the determination of Periodic Automatic Refreshment (PAR) levels. Demonstrates knowledge of the various types of contracts and the role of a Contracting Officer Representative (COR) in the contracting process and how to use acquisition resources available on the web to include Fed Biz Ops, GSA, and Excluded Parties. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Selective Placement Factors Must be proficient in oral and written English language. Must be proficient in oral Spanish language. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing problems to identify significant factors, planning and organizing work, communicating effectively orally and in writing, gathering pertinent data, and recognizing solutions; planning and conducting complex analytical studies, administering, coordinating administrative services, budget formulation and execution, financial planning, performance improvement management, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and administrative support services. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education beyond a master's degree. Preferred experience: Knowledge on administrative processes for Human Resources Management, Financial Management, Clinical Profile Management, Procurement Process, Physician Market Pay, Physician Performance Pay, and Credentialing & Privileging. 1 year experience as Administrative Officer or Series 0341.
