The primary purpose of this position is to to serve as a Headquarters Air Force Materiel Command (AFMC) level Program Analyst, applying Air Force experience, to plan, organize, and determine necessary policies, directives, instructions, programs, and procedures for the establishment and maintenance of assigned major command program(s).
Duties
Analyzes and evaluates AFMC programs as it relates to Air Force and Major Command strategic plans, programming guidance, and Program Objective Memorandum preparation instructions. Programs relate to one or more of the following areas: research & development, test & evaluation, acquisition, supply management, depot maintenance, information technology, and base operating support.
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Analyzes problems created by the incompatibility of future programs and initiates corrective action.
Actively participates in program planning to provide guidance involving process, products, and schedules. Reviews higher headquarters strategic plans, programming guidance, and POM preparation instructions. Synthesizes the contents of Air Force plans, guidance, and instructions to support AFMC process road maps, schedules, briefing templates, and command programming guidance.
Conducts research, identifies, and analyzes trends in the use of funds, and evaluates the effects of continuing changes in program plans and funding. Develops recommendations for programming adjustments relative to trend analysis and execution of programmed dollars.
Utilized financial/programming data systems to retrieve, process, and synthesize information, generates reports to support analysis, and documents requirements for additional system capabilities. Extracts, manipulates, and displays information relevant to programming issues involving pay and non-pay resources.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes conducting analysis of program activities to include personnel management, unit security, travel programs, time keeping, and accounting. Conducting studies of an organization's work processes, preparing analytical reports in order to present information to assigned personnel in the effort to improve management processes.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
???????1. Ability to discern changes in fiscal programming across AFMC Mission Areas, functional, and numerous AFMC field installations and apply a wide range of qualitative and quantitative methods for the assessment of command level plans and programs involving research & development, test & evaluation, acquisition, supply management, depot maintenance, information management, and base operating support.
2. In-depth knowledge of the Planning, Programming and Budgeting System (PPBS). This knowledge should be current and run the gamut from the Base-level process through the Air Staff and OSD process.
3. Ability to discern changes in fiscal programming across AFMC Mission Areas, functional, and numerous AFMC field installations, and knowledge of the relationship of the various Air Force entities involved in overall planning, programming, and budgeting to include knowledge of Program Elements and Element of Expense investment codes.
4. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
5. Skill with personal computer software packages to include proficiency with spreadsheets, database, presentation, graphics, and word processing. Ability to apply knowledge of computer applications to effectively run the Command Management System (CMS) and the Program & Budget Enterprise System (PBES).
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Plan, organize, and lead others through the program development process and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
