Duties

The incumbent will serve as an Administrative Officer for the Office of Human Resources Management. The incumbent is expected to perform the full range of administrative officer responsibilities. Responsibilities include administering the budget, financial management, human resources activities, and general administrative activities consistent with programmatic objectives and NIST policies. The incumbent routinely confers with and advises management to identify and resolve administrative problems and needs and is also expected to provide guidance, advice, and information on these matters to other organizations. General administrative activities include, but are not limited to, acquisition and agreement actions, bankcard activities, remote work/telework agreement actions and guidance, facilities and work orders, onboarding and offboarding of OHRM employees, property management, time and attendance, and travel management. The incumbent will be expected to perform duties independently with minimal guidance and have the ability to effectively perform analysis and issue resolution.

Qualifications

BASIC REQUIREMENTS ZA-II Applicants must have one year of specialized experience equivalent to at least the GS-7 level (ZA-I at NIST). Specialized experience is defined as experience assisting in the coordination of administrative functions for an organization to include budget planning, financial management, human resources management, acquisitions, travel management, and other administrative activities. OR Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR Equivalent combination of education and experience. ZA-III Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST). Specialized experience is defined as experience coordinating administrative functions for an organization to include budget planning, financial management, human resources management, acquisitions, time and attendance, travel management, and property management. Applicant must have the ability to research, analyze, or evaluate data, policies, or work processes independently without guidance from supervisor. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
